This is one of the more remarkable things we saw in Istanbul. It is possible to go down into it as it is no longer fully flooded. It is lit and there are fish there plus remarkable columns including the strange ones with Medusa heads on them. The acoustics are also extraordinary and they do have concerts there to. This cistern allowed Constaninople to survive during its siege.
